My problem with the NSPS is in the area of giving supervisors free reign in affecting an employee's pay through poor performance because under the current system the poor performers are being rewarded and under your proposed plan they will be rewarded! Make no mistake - the people who don't deserve to be rewarded will be rewarded under the new system, just as they are under the old system. And why is this? Because the supervisors had free reign to make a subjective decision in who will be rewarded for performance. I have seen time and time again aquaintainces, friends and people who maliciously and deceptively destroy their co-workers by aligning themselves with the supervisor and do absolutely no work whatsoever, get rewarded for excellent performance and they are the poor performers. I have worked for DoD for years. I am angry that these proposals seem to treat the employees who help defend our country as the enemy. Most DoD employees work hard and are committed. I believe that mistreating the employees will hurt the agencys mission. I am very upset by NSPS. This system will change the way workers are paid, evaluated, promoted, fired, scheduled, and treated. These rules would create a system in which federal managers are influenced by favoritism rather than serving the civil concerns of the American people.
