These proposed regulations should only apply to new hires. Just like when the retirement system swithched from FERS to CSRS. CSRS employees should not be subjected to these new rules. We were hired under different pretenses. Most CSRS employees would not have taken Govt. jobs if they knew this was coming. This doesn't even seem legal. At the very least, it's just plain wrong.
