Pay Banding: As I read these new regulations it appears, that the best place to work is in Hawaii. Their equivalent of Locality Pay will not be affected, since it is called by another name. But, everyone else in America will be affected. If I am not mistaken, the San Diego area has overtaken Pearl as the most expensive place to live in America, but their Locality Pay is not protected. Hopefully, with the new regulations I will be forced to move to Hawaii, so I can get paid adequately. For those that don't know, Hawaii employees get 25% of their pay TAX FREE. Please Brer'Rumsfeld don't throw me into the briar patch in Hawaii.
