Pay increases on performance, rather than longevity. It appears you haven't looked into the lab demonstration project, where favoritism abounds. You don't have to care about or do your job. Just kiss up and you'll get the benefits. You need to talk to more employees or check with CPOs on employee performances. If the supervisor likes you or your one of his/her home boys you're in. This is one of the main reasons you have so many employees leaving the government and telling potential emplyees not to work for the government.
