General Comment: We are also allowed to make comments via other means, ie mail paper comments. If I am not mistaken it takes several weeks for paper mail to get through the USPS security system prior to being delivered to DC. Will this delay be taken into account prior to starting the 30 day Meet and Confer Process? Although, honestly I expect that the DOD will Meet and Confer much like they collaborated in the development of these new regulations. The DOD will use another smoke screen to circumvent the Congressional requirments that were placed upon them.
