AFTER READING ALL THE PROPOSED RULES, AFFECTED EMPLOYEES SEEM TO BE LOSING THEIR PROTECTION FROM ARBITRARY ADVERSE ACTIONS FROM THEIR EMPLOYERS, THEY SEEM TO ENCOURAGE "KISSING UP" TO SUPERIORS TO GAIN MONETARY BONUSES AND PROMOTIONS, I SEE NO BENEFIT TO THIS, AND DONT SEE ANY RATIONALE FOR IMPLEMENTING THESE CHANGES. THE CURRENT SYSTEM IS LIKE ANY OTHER SYSTEM, IT'S NOT PERFECT, BUT IT'S NOT BROKEN TO THE POINT THAT IT NEEDS SUCH ADRASTIC OVERHAUL, I THINK THESE PROPOSED CHANGES I S GOING TO WREAK HAVOC ON EMPLOYEE MORALE
