The over all program is designed to give managers with hidden agendas to screw people they don't care for and to give the kiss asses a heads up. There are far more uncrupulous managers out there than fair minded as a union steward I see this first hand at one time there were 175 grievance on the table. What rights will these individuals have now. The people who are effected by this all say this is another to undermine hard working non supervisory individuals I hope the people making these changes can sleep at night--if so there is no GOD in them.
