I feel it is about time the Gov Employee get brought into the 21st century. The old way (current system) worked because you recieved a check even if you did nothing. Welcome to the real world people, Non-Gov civilians have been using this "New Proposed System" for many years. You work hard and get promoted and move up the ladder. You try to MOUCH off the government, you get canned, About time. I feel the only thing that is missing from the proposal, is a chart breaking down what the current employee's pay will be when we switch systems.
