Performance Management - Subpart D - This will help those who are friends or kin of the supervisor. We have seen this in the civil service system for years. The system will only help those who have been abusing the system for years. Performance will be based on who you are not what you do. At least civil service employees could look forward to step increases. Now that has been taken away.
