Comments:
Please explain how the annual pay raise voted by congress will or will not be provided to government employees. Is this pay increase considered a Cost of Living increase and will be provided to all employess or not? Specifically will the annual pay increase increase the top end of the pay bands or not. Will top performers still get this pay increase if they are at the top of their pay band?
