This system without defined job descriptions and classifications only opens the door for more favoritism both in hiring, performance awards and raises. At present there are employees working out of job descriptions and at a higher level than those who get paid more, because of favoritism in the workforce. If the system could be implemented without human emotions it would probably work. This system is not an improvement it only further degrades loyal civil service workers and limits recourse for unfair practices.
