This NSPS gives the perception that the Bush Administration wants to gut the Civil Service and contract everything out. I would have more respect for government leadership if they would admit they want to cut all federal jobs instead of playing games like NSPS. There are better ways to manage personnel within the current system without spending millions of dollars and stabbing a dagger through the hearts of dedicated civilians devoted to their jobs and their country. It makes me truly sad.
