This is a general comment... In the past, the schedule and (mostly) $ decisions is what constrained or enabled our ability to react to emerging requirements... The SYSCOM work force as always been reactive to the needs of the fleet... The only reason to implement NSPS is to allow technocrats to manage the SYSCOM organization without traditional controls -- i.e. the ability to hire/fire/move/open/close people and facilities... This has the makings of disaster, as many decisions will be made on opinion under the guise of vision...
