9901.905 Impact on existing agreements. All existing negotiated agreements should remain in force to ensure fair and equal treatment of bargaining unit employees throughout the department. To deny exclusive representation at the level employees want is unfair and inconsistent with labor / management partnership consistent with law and executive order 12871 which was signed by President Clinton as a result of the national performance review. The intent of this partnership is to achieve an effective, efficient, and responsive organization that works better and costs less. To be effective, there must be a partnership that involves the sharing of pre-decisional information, openness, receptiveness, mutual respect, and a positive attitude and trust between both parties.
