On page 7555, Guiding Principles, concerning the bullet dealing with Respect the Individual - protect rights guaranteed by law. What we are doing in the FRN is establishing the law. The FRN needs to be fully detailed on the proposed details of the NSPS. NSPS, as written, is not defined enough to verify which rights are protected by law.
