Page 7558, left column, first para: This paragraph cheapens any truly collaborative process. The impact of this concept, if implemented, will formalize a "us vs. them" mentality and will create unnecessary walls between the Secretary and the Department and the Department's employees and the employee representatives. The future as describe in this document is bleak and adversarial, and contrary to what Subpart I states it wants to avoid - an adversarial environment.
