Comments:
First off, I will have other comments as I get through the text. This is one comment that is general in nature but I feel important. Basically, I believe that this new nsps system is turning us all into "inherently Governmental" entities-organizations. So, if we are inherently governmental should we not be exempt from the A-76 process? With the nsps putting us at the beck and call of the DoD aren't we now truly inherently governmental?
