I'm excited about some of the proposed changes. Deletion of time in grade requirements and simplification of the PD classification system to name a few. I do have concerns about whether COLA's will remain in place or not. Pay banding and the idea of being able to increase your pay based on your performance without waiting for a step doesn't worry me; but someone not getting a COLA does.
