If the NSPS is implemented the budget for discrimination and labor relation claim will need to be tripled. Management currently has methods and procedures to deal with poor performer, if they choose to do so. There are many who do not, and therefore a new system like NSPS is being proposed. There is no way this system (NSPS) is going to protect the civil rights of employees. Show us the data! DOD and OPM have invited interested persons to submit written comments, views or data. DOD and OPM have provide very little supporting data or information in support of NSPS. I find it amazing in this time of war that DOD officials have the time and resources to come up with this new system. In a time of war I am sure there are higher priorties, just ask the troops.
