At this installation, the Good-Ole-Boys system has been used for decades as the preferred system of promotion. By the same token, I have seen some personnel promoted because they were the only ones that "on Paper" qualified for the opening when in fact the individual / s were no more qualified than a sixth grade graduate. I have also seen the Good-Ole-Boys System at work in the Awards Programs. A lot of deserving personnel received little or no Awards. I agree that not all personnel should receive automatic grade increases, but now with NSPS the grade increases are going to be at the discretion of the Good-Ole-Boys system and a lot of good people are going to be hurt again. The old system of grade increases is not the best, but it is a lot better than the proposed NSPS. If it is not broken, don't fix it.
