National Security Personnel System - Let me start off my letting you know that I feel that I know why this New Personnel System is being pushed down so hard on us without the employees having a say so in it. A War is on and the government needs money. Anyone would have to be a fool to think that justice is going to be done with supervisors having full control over their employees and the employee having no recourse to fight back. I don't think I have to tell you or anyone else that the Good Old Boy System is still alive and kicking these days. And don’t think it won’t be in the new system. Anyone who thinks that taking away step increases, yearly increases and locality money that they will make more money or even the same money, needs to wake up and smell the roses. YES, we do need to changes some of our policies like a simpler way of getting rid of people who don’t do their job or hiring people without an act of congress but these issues can be resolved by working those specific issues themselves. This new system will not attract good talented workers for long because the first time there is no money for a yearly increase they will leave for greener pastures and the government will be left with whatever they can get. You want to downsize but you also want to lessen everyone retirement benefits which will make them have to work longer to get to where they need to be. And the very idea of making people move wherever you want them to go. If I had wanted to do that, I would have joined the military. If you think this is such a great system why not do it like FERS and set a date and let all the new hires go to it and see how many good people you get from it. Better yet why don't you make it your pay system and after a few years let us know how great it is.
