I feel that the Merit Promotiion System is the fair way to promote. When you leave the power in the hands of a supervisor it can be a lot of cherry picking. It will not always be based on each employees experience, it can turn into how well that employee is liked. I also feel the power to fire should come from other than supervisor perference. I have worked for the government for 23 years and seen a lot of unfair labor practices. I think this is not making progress. It is just the reverse of that. As a Union paying member, I feel it's important to be protected from policies designed to cater to the buddy system.
