I am opposed to this entire proposal. My objection is that the original basis for creating the civil service system was to prevent nepotism and cronyism. The new system, by removing the professionalism and independence of DoD employees, now makes it more possible for supervisors to become much less objective in their evaluations of employees. Thus it promotes both nepotism and cronyism instead of independence.
