Subpart F - Workforce Shaping I'm for "pay for performance", always have been. There has always been provisions for appraising and dealing with Poor performance. It just hasn't always been exercised properly. No guarantee that a new system will accomplish this any better. I resent the fact, that after 26 years of Government service, my seniority could be jeopardized in changes to the Reduction in Force process, due to some arbitrary Supervisory opinion that favors a less senior employee's performance rating level. Retain an equitable credit factor for retention based on years of service. It's only fair.
