I truly believe NSPS will promote a negative atmosphere. I have read that this new system will expedite the services of hiring, firing, and promotions. This sounds good, BUT you are giving this mission to the same personnel that has mismanaged it in the first place. The supervision that has managed their personnel by favortism, buddy connections, under hand deals, now has control over all personnel money, even the hard working ones. By giving management control over other peoples money is not going to solve the merit system problem. Instead of good appraisals and promotions the same personnel will get more money, while the ones you are trying to help will still get shafted. If there is a committee set for this pay system, then it all comes down to who can BS/lie the best. This does not promote good work habits anymore than the old system. If there needs to be a new hiring/firing process please work on those alone and leave the money out of this system. If you're trying to help the hard workers please define the jobs more strictly according to location/unit. Example: Supply Clerks - FLS's and PMT's are same grade, yet the jobs are very different. FLS must know 15 different supply systems, brief at division level, know planning, scheduling, quality, material processor, mechanic, item manager, equipment specialist, manufacturing, expediting, and the list could go on. A PMT must know about 5 computer systems, incheck/outcheck material, and they never brief. Yet these two jobs are paid the same. (This is in the B52 aircraft area). Please do not promote this NSPS system as I feel it will only make things worse than they already are. As of now, most people can overlook the unfairness that can come from upper management, but getting into peoples paychecks, even the little gauranteed cost-of-living raise, can only mean disaster. Please think more then twice on this matter.
