Having read the NSPS proposed rules and a number of comments already sent back to you, it seems to me that this new system is doomed to fail. It seems to me this is being rushed. When will we find out the effects on personnel? After it is in place and nothing can be done about it anymore? One big concern is the fact that your supervisor has all the authority regarding raises. If you have a boss that just don't like you or you had a disagreement with, your pretty much screwed. Worst yet if you have a military supervisor. Most of them are here for a short period of time and don't even know what you do or even who you are. Their main concern is when their next promotion is and not to get his supervisor upset. You stated one of the goals is to make the military and civilian as one. Does this mean they are going to take away the military COLAs and their step increase for the number of years served? Will their seniority mean nothing to them? Can a PFC be placed in the same pay band as a Gunny? Will their raises be based on performance? I don't think this will ever happen. So, if this will never happen, we can never be as one. I have been with the Federal Government for almost 34 years and have seen it all. Base closures, RIFS, A-76, etc.. But never have I seen such a bad idea as the NSPS. It will ruin the lives of many faithfull, loyal, caring DOD employees. I perdict there will be a mass exodus when this takes effect, but then thats what I think they want.
