Page 7561 under Pay Administration states in the second sentence under subheading "Temporary Promotion" that "GS employees will be converted at their current rate of basic pay, including any locality payment, adjusted on a one-time, pro-rata basis, for the time spent towards their next within-grade increase." As this is stated under "Temporary Promotion" the question arises as to what happens to individuals not in a temporary position? I believe the intent would be for all GS employees (not just those in temporary positions) to have their pay adjusted on a pro-rata basis for the time spent towards their next within-grade increases. Accordingly, to make it clear, I recommend the sentence be changed to read, "All GS employees (whether in a temporary promotion or not) will be converted at their current rate of basic pay, including any locality payment, adjusted on a one-time, pro-rata basis, for the time spent towards their next within-grade increase."
