Since pay is going to be based on performance people are going to be wary of commenting on situations. People possibly will do as their supervisor dictates even when they don’t feel what they are doing is correct. This will allow more favoritism to be implemented which now not only will effect morale, but also a persons pay. When multiple people what to advance into a position this allows for non-competitive advancement, which could be good or bad. This would depend on favoritism of person doing the promotion. With the annual raise going into the pay pool this allows some people not to receive this increase, but insurance will increase.
