To put it bluntly, this system stinks. If you want to add a family room to a house, you don't tear the house down and start over just to add a room. Millions of dollars and thousands of hours of work could have been saved by making changes to the current system, not throwing out the entire system and basically starting from scratch. It is estimated that $158 million will be needed just to get NSPS up and running. I have no doubt that modifying the current system could have been done for 1/4 of this amount or less and without near as much resistance to change and demoralizing of the workforce. The people who created NSPS are living in a tunnel and need to get their heads out of the sand and take a look at reality. The creators of NSPS don't have a clue on how to create a personnel system that won't ruin the current Government workforce. The blind are leading the blind here; our Government is headed for destruction from the inside. The problem is that the people destroying it will do their damage, then retire while the remaining victims suffer. I really don't know how the creators of NSPS can look themselves in the mirror and actually believe they are doing something the right way. Quit living in a fantasy world.
