Disagree with the new system; very concerned about the ability to reduce someone's pay. This should not be allowed; supervisor's have other ways of dealing with performance without effecting someone's pay. With the cost of living forever raising, all DOD employees should be guranteed a pay increase annually (just like military personnel). Military personnel receive annual pay increases why shouldn't DOD civilians. No one can tell me that the civilian's pay is safeguarded. This is a major concern. We have a system in place today to award superior performance. Don't understand why the change. Correct me if I'm wrong but it appears the supervisor is in total control of the employees livelihood. Is this correct? Why are we changing systems? Is it because the current system is broken? Is it because the supervisor can't reward there exceptional performers? (Don't think so that why we have QSI's). Agree, we should improve the hiring process, however, these pay bands makes no sense. Is it legal to change an entire pay system for those members who are currently employed by DOD? These individuals were hired knowing they would get annual pay raises, step increases, and QSI's, now it appears the system is being changed in mid-stream. Has the union agreed to these changes? Under the new system, will we still have a GS paygrade? (For example: GS-11, 12, 13's). If not how will positions be advertised? Agree, we need to improve our hiring process, howevere, once a person is on board, the supervisor, should do all they can to ensure the employee is trained and equiped for success not failure. There are so many more question I should raise, however, I think the decision has already been made. Finally, I don't agree with this change. Please con't use my name on any correspondence.
