This new hiring/promotion system is turning the clock back 20 years. It is the "Good Old Boy" system rearing it's ugly head once more. The reasoning of getting and keeping quality people is understandable, however, it has already begun. Holding out jobs for a person soon to retire the current supervisor wants to hire, holding the jobs until a specific individual becomes available. The only people that will get any promotion will be the players. I do not write that in a positive way. I am a female who has worked in Blue collar for 25 years and it was not easy when I first came in. This system will not be good for any minority, sexual or racial. I am sure a new way needs be found, this one however doesn't sound very good.
