Under the frequently asked questions it addresses the "high 3" regarding retirement stating, "Rules affecting retirement benefits or eligibility fall outside the scope of the NSPS law." From my understanding and award amount is not considered part of base pay. So, if the manager decided to give an award amount rather than a permanant increase to pay, would I be correct in stating that would not be part of an employees base pay, therefore, would not be considered as part of their "high 3" for retirement purposes?
