Comments:
1. With a finite amount of money given to the DOD by congress for pay issues, is there going to be a safe guard into the system whereby pay, pay raises, bonuses and award are not just targeted to the upper salaried employees and and hard to fill posistion at the expense of bonuses, pay raises for the lower paid clerks, laborers etc. 2. Would the DOD purchase and field a weapon system without studying and knowing how it is going to work. It seems to me that is the way DOD is implementing NSPS..No clear answers are availabe to a lot of issues. 3. Why is there such a big rush to change the current system. I agree there need to be changes to the current system. It would be better to take a deep breath and work issues out prior to implementation.
