Government supervisors and managers are very different in styles and personalities. While I do feel that I'm a good worker, this proposal leaves my salary up to the whims and personality of my supervisor. Many supervisors are poor managers or lazy managers or show favoritism. The old system at least compensated for the differences in supervision. I am concerned with RIF possibilities, and the fact that a good employee could be RIF'd because his supervisor did not manage his new personnel duties efficiently. I would also be concerned as a supervisor that employees will not work well together, or that there would be contention among employees, because all will not be treated equally. Up to this point, I can apply for jobs based on education or a year-in-grade equivalent. I am concerned about how the new proposal may affect my abilities to move into other jobs that I would qualify for under the current system.
