I am opposed to the NSPS being implemented. I don't think it will work fairly for all employees. I think it is unfair not to take into consideration a person's seniority when determining RIF's, job assignments, promotions, etc. Pay raises, awards, and promotions with NSPS are going to be determined by supervisors who are not going to be fair and impartial. There will be favoritism shown and some good performers will get left out of annual pay raises, promotions, and good job assignments. Does a more flexible mission driven system mean: mandatory travel and being sent anywhere with very little notice? I sure hope not. The whole NSPS proposal is vague and missing alot of information. There are too many unanswered questions for this to be implemented anytime soon.
