Notice of Proposed Rulemaking, Request for Comment National Security Personal System 5 CFR Chapter XCIX and Part 9901 I do not work for the DOD, but I am disturbed with the proposed changes. The current system is more than adequate for disciplining, hiring and promotion of employees. I do not understand the current attitudes of Mr. Rumsfeld and cohorts and that the wheel needs to be reinvented! Their changes would promote a Culture of Yes Men, which is what we don't want at this time or in the future. The proposed system has way too many flaws and is easily more corruptible, than the one currently in place, which when used properly, effectively deals with problem employees. I want my Government Employees, no matter what discipline they work in, to be innovative and free thinkers. This adoption of the Corporate Culture for any government agency, especially in the Defense and Security Departments, is not the best of ideas.
