performance Management:This seems like the "good ol boy sysem". If your a good buddy of a supervisor you can get a good rating and will get bonuses and raises. If your not, your pay and position will remain at the bottom of the pile. If your one of the boses pets your going to be taken care of and may even get the chances to excel. I have seen people get rated and move up the ranks because of who they are buddy-buddy with and not based on what they have done. At least with the GS system that was in place you were assured of a pay rate and would stay at that level, now your level may even drop if your not liked by certain people. This is does not seem like a fair system. There will be people paid at the same level as those who do not perform which is the way it is now because some supervisors are hesitant to honestly rate individuals on how they perform.
