Dear Sir/Madame, Thank you for this opportunity to voice my opinion. I do think that the new personnel system was a knee jerk reaction when DOD found itself without the appropriate personnel to handle military actions throughout the world. The civilian work force did not "seriously impede the Department’s ability to meet mission demands." To say that all DOD personnel are deployable will not boost morale. Many people such as me did apply to assist in Iraq and other places when positions demanding our expertise were needed. But to say all DOD personnel are deployable makes it sound like you are giving up your rights as a U.S. citizen where DOD can move you at will as if you were military personnel. I think it is great that DOD is attempting to correct many problems in the current personnel system. I laud you for attempting to correct many problems with the current civilian personnel system. For any personnel changes to be successful management must have the training and diligence to perform their duties to the fullest of their ability. Most people I know who work for DOD are proud of the service they provide. I am concerned for the "respect the individual" will only be a by product where convenient not a guiding principle. In these times of MEO's and attempts to provide more output with less personnel morale is bound to be affected. I only recently joined the AFGE due to the appearance that the respect for the individual human being was being overshadowed by DOD efforts for absolute control. You should remember we are U.S. citizens and should be given appropriate consideration for our talents and commitment to public service. Respectfully, George E. Biskup
