I personally don't agree with several areas of this proposal.I feel that the GOOD OL BOY system is trying to be shoved down our throat. I have worked for almost 14 years in the government and I have had nothing but excellent performance ratings.During these years of service I have recieved only TWO awards of which one had been down graded.Others in the same area have recieved awards every year.This is a prime example of what to expect in the future but only several times worse. I ask that you reevaluate this proposal and look to see who it will really benefit, the ones that are already working with no incentive or those who know someone so they reap all the glory and praise that was actually meant for someone else.I have no problem working and earning my wages but I feel that if you put this system in then the workers will continue to work, the "shammers" will continue to "sham" only they will be rewarded for doing nothing.Thanks for allowing me to have a say .
