I believe the proposed NSPS pay system could be biased. Raises would be given by upper management who may have their "favorites" within the organization. This may in fact result in the pay system heading in the opposite direction of what is intended. If NSPS does happen, there should be sufficient training to Supervisors and upper Management before they are allowed to mess with peoples pay. This means taking time before implimenting changes everywhere. How is the pool of money determined? Do Supervisors get paid from the same pot? How will that be fair in determining what percentage employees are paid from. Will employees pay be confidential? If not, this could cause problems within the department. Another comment is what will happen with new interns that have been hired under the GS 7/9/11 pay plan? There hasn't been any discussion on what the paybanding will consist of. Will interns who are at a GS-7 level be able to reach something equivalent to a GS-11 within the same band? If this is not discussed, it could drive interns to look outside of the government for jobs that may pay better. The locality pay does not seem just either. Cost of living increases are needed these days now more than ever with the economy and shortage of jobs in the area. I vote against NSPS until there is more information to answer questions and concerns. It may essentially be a good thing but at the present time, it seems too vague. It's like we are taking a step back, in the wrong direction. There need to be townhalls where people are allowed to ask questions and express their opinions. At the same time, the questions should be answered by the people implimenting NSPS. Thank you!
