If it has not already been done, I would recommend establishing several paybands to cover the various career paths (type of work performed) within DoD. One of the things that frustrates me to no end is the injustice within the current pay system (e.g. GS pay schedule). I know of budget analysts and logisticians that are making more money than the engineers whose programs they support. Here is a real example: I am a GS-13 Test Team Leader. I have a GS-13 Budget Analyst and a GS-13 Logistician supporting my work efforts. I, in turn, report to a GS-13 Commodity Team Leader who, in turn, reports to a GS-13 Program Manager. Not much of a triangle if you ask me. I believe a person should be compensated not only for the quality of work he or she performs, but also for the type of work he or she performs. A Program Manager has more responsibility than a Commodity Team Leader, who has more responsibility than a Test Team Leader, who has more responsibility than a Logistician and Budget Analyst. It is my opinion that the salaries of these individuals should reflect this "chain of command". If the DoD selects to go with this new payband system, I recommend establishing several paybands to reflect the type of work being performed. Having said this, I do not believe this new method of pay is going to work. The politics driving pay increases and bonuses will only bring chaos. Much like our government, it will need some form of "checks and balances" to work effectively. Perhaps it would be best to take our current pay system and establish several GS schedules based on the type of work being performed. This will bring justice to the pay system. Godspeed.
