Under Training the text reads, "Once NSPS is defined in detail, the PEO will be providing the specific operational training needed...." There seems to be a disconnect between the implementation of training and the overal POA&M for NSPS. Formal comments on NSPS are due March 16th. These comments will be reviewed, commented on, and the NSPS program will then be further defined. Only then can Training can be fully developed. All of this work can not be done in a responsible manner and still meet a July implementation of NSPS
