Since the DoD system bears a striking resemblance to the new DHS personnel system, there is something patently unfair in the DHS that should be revised in the DoD system. DHS final regulations state that no performance increase will be given in an employee does not meet or exceed stringent performance expectations. Please look up the word stringent. Does DoD plan to adopt this same strategy? If so, then DoD is setting up a large number of employees for failure. That is counter to what DoD wants to achieve to gain an agile, and responsive workforce. Personnel will leave the government left and right because there will be "stringent" goals that only the very best employees will be able to achieve. Good workers will be shortchanged. Morale will decrease and people will leave. Is this what DoD wants?
