9901.342 Performance Payouts**** It is stated that “DOD may determine a percentage of pay to be included in pay pools”. This statement is not clear. Is the statement suggesting an alternative method of funding the pay pools with funds other than what would have normally come from step increases, promotions, and locality pay? Is this statement suggesting that an additional percentage would be deducted from the employees pay to be designated for the pay pool? Allowing the DOD to arbitrarily hold back an unlimited percentage of an employee’s pay for the pay pool sounds inherently unfair. The employee would have no way to stop the involuntary salary reductions. joe.newman@robins.af.mil
