This new system works well in the business world but anyone who thinks it would work in a military situation has very little understanding how the military works. Pay for performance doesn't work in the military ask anyone in the Air Force who has had and OPR or EPR they are overrated. If anyone tells you different they are ignorant on how the system really works. I know in the beltway this looks good but this will be determental to the moral of the services. Who will be watching the store while a supervisors friends get raises while those who might create some conflict or discussion won't. This is not a well thought plan.
