PAY AND PAY ADMINISTRATION DOD says the system is not flexible Pay levels are too restrictive and not competitive DOD will decide the ranges of basic pay for the pay bands. Minimum and maximum pay amounts in the band. DOD may consider mission requirements, labor market conditions, availability of funds, pay adjustments of other federal agencies, and other factors. May waive and replace the premium pay provisions(O.T., shift) PERFORMANCE PAYOUTS Could be based on individual performance, individual contribution, organizational performance, team performance, or a combination. Pay pools to manage, control, and distribute performance –based pay increases and bonuses. They will contain a fixed amount of money so there will be only so much to go around. Money would come from the existing payroll cost of within-grade increases, quality step increases, promotions, awards etc. They are not putting any extra money into the system to cover this. Payout depends on the amount of money in the pay pool and the number of shares assigned to individual employees. THIS WILL ALL BE DECIDED BY MY MANAGER!!! What a Joke........
