I work for the FAA and about 2 years ago we started getting paid under the new Core Compensation pay system. Since that time I have become aware of the fact that numerous employees that I work with are capped and do not get raises at all. FAA Management's responce to this is that those employees get a lump sum payment at the begining of the year to compensate for the time they miss. The problem with this is that these employees will not get paid properly for overtime, next year their percent increase does not take into account the lump sum (just their annual sallary), and most importantly, these employees are losing THOUSANDS of dollars in retirement pay because their "high three" salary is not increasing. This is completely unfair to these dedicated employees who have spent their lives making the Federal Government their second home. Please DO NOT let anything like this happen to any other government agency! NSPS will do this to DOD employees if it comes to pass. I urge you to take what ever action necessary to prevent NSPS.
