I believe the NSPS system will be a terrible mistake for the federal employees and for the federal Government for the following reasons: Employees will loose any meaningful recourse for any adverse actions against them. The employees who have worked for years as a team will now be a group of individuals working for their own individual agenda. No longer will a person share information that could help a coworker or give them a helping hand that may result in less money to themselves and more to that other person. Team work will be out the window! In fact this system invites employees sabataging other employees to get advantage in their appraisals. Recruitment will suffer when potential employees see how this system provides less protection to the employee than private sector jobs, where is the insentives for them to come on board? This system opens the door for sexual harrassment and exploitation. This system opens the door for "the good ole boy" system. I think this system will have the exact opposite effect from that it is entended ie. less national security rather than more. This will kill the espre de corps of so many organizations that have performed so well in the past because of their team approach. This system will result in mistrust between management and labor like never before and eventually mistrust between fellow employess. I really feel this is a terrible system and strongly urge congress to reexamine what they are doing here. Thank you for considering my comments God Bless America
