Comments:
Section 9901.924 provides official time to the exclusive representative of an employee and the employee when pursuing actions covered by this section. In the case of the employee that chooses to file a grievance on their own behalf, there is no provision for official time to be granted to the employee to pursue their grievance, nor is a provision made for official time for a representative of the employee that also happens to be an employee to have any time to complete the procedures. This is unequal treatment under this provision and official time should be allowed in an equatable manner.
