Proposed NSPS HR System: I not sure what the utility of accepting comments on the new DOD NSPS HR system is, since so many of the details are proposed or unknown, or unpublished. I would like to know when we (DOD Employees) will have access to the relevant information, since its my understanding that this will be in effect for some people Summer 2005. 1) to many details are either proposed or unpublished 2) How much congressional review was given to such a system when there are so many unknowns 3) It would appear that operational employees will loose a number of protections and the right to appeal certain issues dealing with pay. 4) what will be in place to give employees insight into the decisions made on "performance pay"? 5) What controls will be in place so that "management" deals with employees with a fair and equal "hand". 6) Are veteran's rights protected 7) At what level will deceisons be made about pay and performance and will the criteria be clearly communicated to the work force 8) Will employees be able to talk or appeal hiring or promotion issues at the local level or even at all Just some thoughts on this news system that look like we will be under shortly. My biggest concern is the lack of information in a timely manner so that I and others would have the chance for review / study, before we fall under an HR system that is totally new to "us". Seems to me that this is a very critical process / issue and I believe that all parties involved should have access to the information some time before its implemented. Elbert Clarke
